There is already code to download the microcode in the sio driver.
It is ifdefed DSI_SOFT_MODEM. So it should be possible to use that
modem under FreeBSD2.0. You need to build an own kernel and you need
to find the user-land utility to do the download. I don't know
which program has done that. Anyone remember it ?
