Wierd. Do you just get a plain 'not ready' or what's the error that keeps this
from working?

The reason I ask is whether this should be something the installer should cope
with or something the tape driver should cope with.

I don't think just upping the reset delay is quite right. I added a config
option in the NetBSD tape driver that allows you to specify how hard you want
the driver to try and open the tape (for the first (mount) time) and how long-
that might be a better choice than making everyone wait long periods of time
at startup.
