Yes. I read the license. I already maintain net/spread.
Which has only ever used the PKGMESSAGE method.

But, as mentioned, just previously, I have added LICENSE_FILE.

I might also note. I have always copied license.txt to
DOCSDIR/LICENSE.

Surely that covers it. :)
