I don't know how useful it would be other than to alert people to
changes to watched parts of the tree as you mention.  However, anyone
can use a regex on cvs-all subjects to get that themselves.  Commits to
src are, quite a bit more often than ports, not functional fixes or
otherwise changes.  Hence they are not nearly as useful to the average user.

So I don't think it's a good idea.
