Well, if you really want 4.1-RELEASE then, yes, the tag is
RELENG_4_1_0_RELEASE

And, no, the latest STABLE is not identical to RELEASE. (I don't understand
why you want -RELEASE instead of -STABLE but I suppose you have some good
reason.)
