This error has been around forever, and just resurfaces periodically. If you 
just want to get the port built set some environment variables to sidestep 
it.

setenv PHP_AUTOCONF autoconf-2.68
setenv PHP_AUTOHEADER autoheader-2.68

Just had to do this to upgrade xcache.
