The extra packets counted in tpr are packets received by the interface that were not addressed to that interface. The fact that your machine with a 82571 has not seen any such packets is just a coincidence. Whatever switch that machine is connected to has happened not to have flooded unicast packets to an unknown destination in the time that the machine has been up.
