This is only installed if it does not exist, so you
should update it manually when it changes.  This has
last changed in 1999.

Headers are installed with -C option of install(1),
this preserves the modtime of the file if it was
not changed, making it indistinguishable from the
case where the header no longer exists.

Perl install just uses the source dates.

No.  I use this:

Before installworld, I mv /usr/include /usr/include~
and (for RELENG_4) mv /usr/libdata/perl /usr/libdata/perl~.
