Several months ago I have fixed problem with D-Link and ng_pppoe.
D-Link sends LCP echo-req with empty magic-num. After disable magic-number
verification for empty requests, everything starts to work fine.

Here you are some dumps:

[c1] LCP: magic number is wrong: 0x04000000 != 00245b59
[c1] LCP: received an invalid magic number
[c1] LCP: LayerFinish
[c1] LCP: LayerStart
[c1] LCP: state change Opened --> Starting
[c1] LCP: phase shift NETWORK --> DEAD
