Perhaps we could add something to either: 

i) snoop through the cvsup tags on the client to identify the most recently
modified file and use it's datestamp as the '-stable-yymmdd' seed or

ii) modify cvsup client to record most recently modified file in a more
convenient place from which 'make buildworld' can retrieve the same,
