Looks like Evo 1.4.x doesn't save this data. For example, if I bring up gconf-editor, and look at Galeon's config, I can define a persistent printer. I can't see where Evolution would store this. I ran the tests on libgnomeprint, and everything checks out, so it looks like a problem with Evo. Have you pinged the Ximian about this?
