You'll also want to copy over...

/etc/group
/etc/master.passwd
/etc/spwd.db
/var/mail/
/var/cron/tabs

(there might be some others, but I think that should do it.  man passwd
to see what other files it mentions)

And make sure when you copy /home/* you preserve permissions...
