When invoking emacs-dl-20.4,it complains "locale not supported ...." 
because of not linked libxpg4.

invoked.

Please define USE_XPG4 when emacs-dl-20 is built(for dependency).
I think those who using emacs20-dl-wnn6 use ja_JP.EUC locale.
