Many thanks for discussion.

It looks all understands adding "apache" makes sense.

However, PKGNAMEPREFIX is defined as ${LANG_PKGNAME}, and PKGNAMESUFFIX is 
defined as ${LANG_SUFFIX} therefore, English and Japanese version 
should be something like: 

en-openoffice-3-devel_US
and
ja-openoffice-3-devel_JP
.

Adding apache looks long.
en-apache-openoffice-3-devel_US
ja-apache-openoffice-3-devel_JP

In my opinion, choosing politically correct one is good.

so let's have a ballot;
1. en-openoffice-3-devel_US
2. en-apache-openoffice-3-devel_US

for me,
2. en-apache-openoffice-3-devel_US
