The delay was, I was told years ago, inserted to give hosts that were
booting a chance to finish rather than failing a few times quickly.
Also, I think there was some thought that machines were slow and it
was best not to hammer them too quickly (something about back to back
packets on a VAX DEQNA sticks in my head, but that doesn't make any
sense to me now).
