AFAIK, NO_PACKAGE implies NO_CDROM.
Use:
NO_PACKAGES: when you can't distribute a binary and/or a modified
             version
NO_CDROM:    when commercial-related distribution is prohibited
RESTRICTED:  when we can't mirror the distfile and more, or you're unsure
             about the license
