If you have kiconvtool already installed and usermount set to 1, did
you set also

kiconv_preload="YES"
kiconv_local_charsets="..."
kiconv_foreign_charsets="..."

in your /etc/rc.conf? Please look at EXAMPLES in man kiconvtool.
