Is it possible that you are using a port speed higher than 2400 baud (such
as 19.2Kbps) between your PC and 14.4k modem?  If so, you may need to give
your local modem a command to lock the port speed ("AT&B1" on the USR
Sportster) before dialing the 2400-baud modem.
