When I was writing my answer, I ran `service -e` to see if devfs was listed=
 as a
service. And it *doesn't* show up on my machine (10-STABLE amd64):

    # service -e
    /etc/rc.d/hostid
    /etc/rc.d/hostid_save
    /etc/rc.d/cleanvar
    /etc/rc.d/ip6addrctl
    /etc/rc.d/devd
    /etc/rc.d/ipfw
    /etc/rc.d/newsyslog
    /etc/rc.d/syslogd
    /etc/rc.d/dmesg
    /etc/rc.d/virecover
    /usr/local/etc/rc.d/dnsmasq
    /etc/rc.d/motd
    /etc/rc.d/powerd
    /usr/local/etc/rc.d/openntpd
    /usr/local/etc/rc.d/smartd
    /usr/local/etc/rc.d/postfix
    /usr/local/etc/rc.d/nginx
    /usr/local/etc/rc.d/dbus
    /usr/local/etc/rc.d/cupsd
    /etc/rc.d/cron
    /etc/rc.d/mixer
    /etc/rc.d/gptboot
    /etc/rc.d/bgfsck
