As far as I can tell, the utilities that create and manipulate message
catalogs are not implemented, and their library is compatible with the
catalogs generated by the GNU utilities. I had planned to implement both
the library and utilities, and would probably not have tried to keep the
compiled message catalogs compatible with GNU.
