Port built from recent cvsup, normal skip package (1.0)

    1. touch /var/log/skipd
    2. Edit /etc/syslog.conf and add these lines at the end:

       !skipd
       *.*              /var/log/skipd.log

    3. Edit /etc/newsyslog.conf as appropriate
    4. Restart syslogd

Step 1 should read:
	touch /var/log/skipd.log

I believe. :)
