If this is the reason for having it, then Perl4 is no longer
viable. In the real world, the only requirement it meets is
being able to run the scripts with which FreeBSD is delivered,
and that is far too minimal to handle "possible requirements"
for using perl scripts from elsewhere, most of which are now
require perl5.

It needs to be removed or replaced.
