I had the same trouble going from a 2.2.1 machine to -stable except at    
first mine was erroring out with make depend because of the files in
/usr/src/sys/dev/aic7xxx. Then I did a make clean in that directory and
it errored out as your did.

After a post to freebsd-stable and this reply I got it compiled just
fine...
Except the I deleted the files in /usr/src/sys/dev/aic7xxx and
the files in /usr/src/sys/scsi before I re-cvsuped.
