You downloaded the ISO for the full-fat FreeBSD. If you want the "mini" 
one, perhaps look at 
https://download.freebsd.org/ftp/releases/ISO-IMAGES/12.1/FreeBSD-12.1-RELEASE-amd64-mini-memstick.img
...there doesn't seem to be an ISO as such.
