Feel free to pick a semi-rational sort method (and tell us what it is).

Now you are strongly legistating, and distracting from what I wanted it
to be -- a way for someone that calls themself a maintainer to tell their
intentions.  Some committers obey's "those that call themselves"
maintainers; and others do not.  That is why this file is only trying to
tell intention.  I totally realize some will pay attention to its
contents, and others will not.

I strongly prefer the free-form notes.
If you want to add the path rather than "module", I do not care.
