I believe the resolver code for libc is radically different, and that The Powers That Be (TM) want to keep the two consistent (i.e. upgrading the resolver when they upgrade named) (keeps the possibility of bugs to a minimum) The bind 8.1.1 resolver uses /etc/nsswitch I believe, which is a major departure from what is now used...
