You have done something wrong.  The INN port most certainly _does_ put
everything where it's supposed to go.  (I've built it too many times in
the last few weeks 8)

It is _also_ located in /usr/local/news/lib.  If it's not there on your 
system, it's because you've got another problem.

I would strongly recommend going back and performing the installation
again (reove the work/.install_done file) and watching carefully for any 
errors.
