I'll shortly be adding patches in -current to pw(8) which provide
the ability to maintain password files elsewhere other than /etc
via a "-V dir" switch. It may also optionally be configured to
run 'make' in /var/yp after doing its work. This should provide
most of the components needed - all you need is a script front
end if you prefer an interactive Q&A rather than a command line
interface.
