As you say, "include programs", but not libs. I talk precisely about
LIB_DEPENDS and not about other DEPENDS kinds. Libs are not needed for
extraction, so I suggest to move _only_this_one_ LIB_DEPENDS to configure
stage.

I know workaround exists, but better way will be to clarify scope of each
DEPENDS properly.
