All I can say is, it's about time!  I was getting tired of needing
to reload my IPv6 rules anytime I reload my IPv4 rules, even if
the IPv6 rules did not change.  I found this rather inconsistent
with the fact that the converse is not true (reloading IPv6 IPF
rules never required reloading IPv4 rules).
