(Fourth re-send..hub seems to have eaten the first 4 copies)

OK, the ports tree is partially thawed..this means individual port
upgrades are ok, but no large-scale changes (infrastructure changes,
major port upgrades that require changes to child ports, etc) until
4.8-RELEASE is out the door, in case I have to do some tag sliding.
