  mod_jserv != jserv

  mod_jserv is an Apache module that implements a special protocol for
communicating with a servlet runner. The Tomcat developers tweaked
mod_jserv a bit so they could use it to connect Apache to Tomcat.

  So don't install jserv, but install the modified mod_jserv from the
Tomcat site.
