Have you tried adding....

device    miibus0

to the GENERIC kernel config?

# cd /usr/src/sys/i386/conf
# cp GENERIC MIITEST
# echo device miibus0 >> MIITEST
# config ./MIITEST
# cd ../../compile/MIITEST
# make depend && make 

if all goes well...

make install
