I have used WWWBoard (http://www.worldwidemart.com/scripts/wwwboard.shtml) 
quite a bit and like it very much. It's a couple simple Perl scripts
(one for the board and one for administration). It's easy to set up,
easy to maintain, easy to modify if necessary.
