I gave my machine a short name and got past this problem, so hostname 
truncation is definately a culprite.

Upon further investigation I find that the license manager is from
GlobTrotter Software (FLEXlm) who has a WWW page with lots of
documentation.  If WordPerfect will accept an uncounted licence, I don't
need to run the license server.
