I don't care about the work in the dhcp case.  We're deliberately going
to allow dhclient to diverge from OpenBSD as needed.  It's not such a
massive program that we need to be overly paranoid about difficulty of
merges.

At this point I'm seeing a roughly even split in opinion so I plan to
leave it alone unless that changes dramatically.
