the answer is simple, `portupgrade' is written in `ruby' and `ruby'
isn't part of the base system, so, `portupgrade' can't be part
in the base system 'til it is rewritten in another language available
in the base system.

PS : I don't use `portupgrade' but home made tools written in `ksh'.
