I've been in the same situation at a military site...

Having the tools directory is very important.

Many people also install freebsd on low-power old boxes, hell, we run our gateway/router/firewall at home on an old dell p-133
optiplex pizzabox we bought for $50, non-bootable cd-rom at that. We can just use dd to create the floppy, since it's running
FreeBSD already for the task, but if someone had to start from scratch, the tool wouldn't be available.

It may be a pain in the ass, especially after i've burned two copies of the distribution already, but i'll waste another handful of
cd-r's to get something usable in every situation if new ISOs are made.
