To second Greg's point, I think it's ${ECHO_CMD} rather than just
${ECHO}. From bsd.port.mk:

# ECHO is defined in /usr/share/mk/sys.mk, which can either be "echo",
# or "true" if the make flag -s is given.  Use ECHO_CMD where you mean
# the echo command.

I could be mistaken though, so please someone who knows tell us the
definite policy on this one...
