In response to feedback from committers, the portmgr team has revised
its approval policy for CVS repository copy requests.

The primary need for repo copies to be brought to the attention of
portmgr is so that we have a chance to comment on inappropriate copy
requests prior to their enaction (e.g. commenting on naming
conventions, unnecessary or inappropriate copies, etc), to prevent the
CVS meisters from doing unnecessary extra work which may later need to
be undone or revised.  Since this is an advisory function only, there
is no need for portmgr's explicit approval of each repo copy request.

The new policy is that repo copy requests must be submitted
simultaneously to portmgr@FreeBSD.org and cvs@FreeBSD.org.  A 24 hour
waiting period then begins for portmgr to comment on the request, if
necessary.  After 24 hours, or if explicit approval is given before
this time, the request is considered to be approved and the CVS team
can perform the copy.  If the 24 hour waiting period extends over the
weekend (i.e. after 5pm Friday, US Pacific time) then it is extended
until 5pm Monday, US Pacific Time, to reflect the fact that portmgr
members may be unavailable over the weekend.

We believe that this policy represents a good balance between the
desire to prevent unnecessary repo copies and the needs of FreeBSD
committers for timely action.
