I had a similar problem, until I noticed that my
cards were recognised as "SIMPLEX" at boot
time, but set to DUPLEX in default factory 
config.

I dug out the MS-DOS config disk for the cards
and set the cards on FreeBSD *AND* W95
boxes to SIMPLEX, and saw speed go from
18 k/sec to 500 k/sec.
