When this happens, the ports/p5-bioperl-devel will be obsoleted and should be removed The bioperl project is no longer providing a -devel version and access via CVS is suggested for access to cutting-edge development versions. BTW, anyone could take a look at ports/47303 and commit it or else say something about it? I've already changed a few things based on feedback from the list.
