Well, it does, you just don't notice it nor does it actually write it
down.  If you watch named do its thing with tcpdump sometime you'll see it
bothering the root servers when it's quiet and intuiting an updated list.
You can always grab a new one for yourself tho, it's in internic somewhere
:)
