This raises several questions:
1) which version(s) of FreeBSD?
2) how does a developer get his/her hands on a device which uses this
controller?  It is not reasonable to expect  a developer will to buy a
laptop or PCI card just to develop a driver.
3) what is the target environment?  Laptop?  PCI card?  Some other
device with an embedded controller?
