I'm not sure why it was added in the first place.  If booted from
the floppy, at the point where it might be useful (for the `help'
command of the loader), the mfsroot isn't yet mounted. (The CDROM
version is not affected by this chnage.)

These correspond to the recent changes: DEVFS -> NODEVFS in the
kernel, NO_MAKEDEV_{INSTALL,RUN} -> MAKEDEV_{INSTALL,RUN} in
src/etc/Makefile.
