kern.securelevel cannot be changed down when the system is running.

Do you have a file /etc/sysctl.conf? It might be in there. Otherwise, you 
can expressly set kern_securelevel_enable="YES" and kern_securelevel="-1" 
in /etc/rc.conf. Works for me.
