Found the problem.

Normally I do a make buildworld then build and install the new kernel.
Then I boot single user, mount /, mount /usr, swapon -a, and then make
installworld.

Since mount must have changed, I installed the new mount b4 booting
single user.

Sorry for the post, I need to be more patient in looking for the
answer:-)
