FreeBSD never included "masquerading".  You may have been using a
combination of gateway=yes in sysconfig and some other utility such as
SOCKS or IPFilter/NAT.

I believe the way to do it at current is to enable gateway and to run the
IPFilter package.  See the mail archives for full details.
