Creating more than a single access point on a card supported by the mwl driver, it is only possible to connect to one of them (usually the last one).  This may be related to that mwl virtual access points do not get unique BSSIDs even when created with the bssid parameter of ifconfig, which from my experience has been required for connecting to any but the last virtual access point created on an Atheros-based card.

Create more than one virtual access point (with or without the bssid parameter of ifconfig) on a card supported by the mwl driver, only one can be accessed from clients.
