You have a 4.3-release? IIRC this errors are fixed on my 4.3-stable
after the new groff 1.7 are in the tree. (Heads-Up from 26 Apr 2001 in
stable-list).

As workaround changed all Makfiles from
MAN     = manpages.[158]
to
MAN1    = manpages.1
MAN5    = manpages.5
MAN8    = mapages.8
after that change i4b compiles without errors.
